It doesn't look much different from any other plastic dial. Did you try the paper clip in the hole trick?

Did you try turning the dial counter clockwise about a quarter of a turn?

Thanks! I will check it out. Mine has a clear finger wheel, maybe a newer version of the dial? Phone is from the late 70's

if you don't have a remover tool (sucker on a stick) then a loop of sticky tape will pull the label protector off, you can then remove the label and the fingerwheel screw below.
