I'm removing an InterTel Axxcess and replacing with a Panasonic tde200e. The Intertel has 4 zones of paging 71,72,73,74 that appear to be trunk access codes with an lsc card each trunk tied to Viking PA-2A Is it possible to access all 4 of those trunks with a '70' access code for all page in the phone system? We're trying to figure out how they are doing this.

The default feature code for paging is 7. The 1 in 71 is for page zone 1, the 2 in 72, is for page zone 2, etc.
In each of these page zones, you can have any combination of keysets (phones), CO trunk ports, or the page port on the phone system.
There is also a page zone 0 so it could be feasible that '70' would be an all page.
