Eclipse 2 v.9.0 software - when a station is forwarded to another station voicemail no longer works. The station rings continuously. I think that the voicemail of the forwarded extension should answer.

Nope. By its very definition, manual forwarding will negate system forward paths. You manually forward a station when you don’t want it to follow a system forward path.
There are programming work-arounds to accomplish what you’re looking to do.
