It has been a while so I forgot how to setup a voicemail box to allow forwarding a call to an outside number. I would also prefer not to allow callers to leave a message.
I know it is still a subscriber box.

You cannot forward mailbox, you can only let the user transfer themselves by pressing the transfer digit, see user guide.
Make sure Class of Service # allows it and mailbox is using that COS #, see admin guide
Programming is done via the users mailbox, see user guide.
To prevent messages setup ALT greeting and disallow messages setting

Are you trying to always forward this mail box?
Are you transferring calls to it?
Does the mail box pick up a phone line that is ringing?
There are other ways to do this.
If CON is the opposite of PRO
Then what is the opposite of Progress?

Sorry for the delay. Yes I am always forwarding. Yes I would like to transfer calls to the user. And yes, the mailbox is picking up when a caller uses the dial by name, but I would like them to be forwarded as well.

Don't forward the phone to voice mail.
Forward the phone to the External Phone number.
Do that on each phone.
If CON is the opposite of PRO
Then what is the opposite of Progress?

Build routes for your lines and point to pool
Build dest code to point to route you built
Forward to Dest code plus cell #
This take up 2 lines for duration of call (and lower volume) so don't allow the whole company this feature!!!.
