Does cellular dial-up internet service exist? Do any modems required for such exist?
In cellular dial-up the mechanism of data transfer and internet connection is very similar to landline dial-up modem service. The difference is, well, it is cellular. No wires are needed to connect the computer to the internet.
It is important to understand that cellular dial up is not faster than landline dial up. Dial-up connection -- cellular or not -- uses a voiceband channel. Due to this, the restriction for speed on cellular dial-up are as strict as those on landline dial-up.

A CDMA phone can act as a modem, normally bonded to the PC via bluetooth. I believe its faster then 56k because it keeps the data in a native format compatible with the CDMA network.
Using an LTE/4G hotspot you can typically get faster speeds then you can via DSL/ADSL/VDSL/DOCSIS - or atleast a similar.
The trouble is reliability, weather/distance/load all effect wireless technologies before wired (in most cases) and latency.
