Since it is described as a key system phone, why would you guess that it's not?
Key phone = yes
PBX = no

This is an NEC Patrician phone from the early to mid '70s. It was 1A2-like, but not 1A2. The lines connected essentially with T,R, A, L and a couple of common grounds. The KSU was completely different and the phones were NOT compatible. Except maybe with significant modification. We never did it, but I'm sure someone did. ;-)
