I have a customer that has a CICS and a CP-100. The operator's box says locked, I have deleted the mbx and re-created, still the same. Any ideas?

What is the mail box number. You say Operator. To me that would be the main receptionist's phone. Most of the time that person has the General Delivery Mail box. Example: Main operator has x221. Assuming that you have deleted MB#221 and re-created it and it is still locked says that maybe they have the Gen-Del MB which is 100. You can't delete 100, but any locked mail box just needs the admin reset. Verify the extension number with the mail box number - then you may find your problem.
If CON is the opposite of PRO Then what is the opposite of Progress?

i.e go to mailbox 100 Change and see if it says Ext:100
FYI for other mailboxes you just need to press RESET to default the password instead of deleting the MB.
