If a CSU only provides conditioning and some protection for the CPE how nesscessary are they when the Telco uses fiber to deliver the PRI?

Sometimes the CPE manufacturer requires a CSU, regardless.
What equipment are you connecting to, and with what service?

Who is providing the PRI? I don't know anything about Samsung OfficeServ, but I'm sure other folks on the board do, let's see if anyone chimes in....

If the telco uses fiber to deliver the PRI then it must be changed back to an electrical signal before it is handed off to the CSU. This is accomplished by the Telco mux, located on or off the customer premise. Ive seen installations where the mux is at the customers premises and all they wanted was the electrical signal to go straight into their CSU's. I've also seen installations where even though the mux was at the customer customers premise they wanted to have the electrical signal from the telco terminated in a DSU type device and then connect to the CSU. They did this mostlry for testing and trouble isolation purposes I guess.

The CSU is loopable either towards the telco network or the CPE so it is needed for testing and line isolation and as an interface device.

I thought that CSU functionality, whether provided by an external CSU or through the capabilities of the PRI hardware itself, was mandated by the FCC. I don't think that this is optional since service providers are required to maintain certain levels of troubleshooting abilities. If that last link is missing, then they can't be held responsible for not upholding their end of the deal.
I will admit that it seems a bit silly, since about 95% of the circuit failures are on the outside where the fault can be detected by the telco's Adtran card anyway. Frankly, I've seen CSUs do more harm than good in many instances.

You are correct Sir! If I said it wrong I apologize. The DSU was made optional. The CSU in some form must be at the termination point of the circuit.
