Has the carrier dispatched a tech with a tester to verify this? Also noticed you don't have csu's?

Need more info, What software version is the SV8100? Who is the provider? Is this a new install? Is this a ongoing issue or did it just start? Clocking issue can be caused by something as simple as a bad pair from the smart jack to the carriers equipment
How many times have we all heard the carrier say it's not them and see them eat their words?

2 T1 circuits and 1 PRI, is the PRI channel banked? If not how are you configuring the system for both T1 and PRI? Why the T1 and not all PRI's?

Yep, I would set slave on clocking for the century link T1's and master for the Comcast box. Call them they can adjust this. I am PRETTY sure though on these systems every card is separate clocking. Most other systems only get a primary and secondary but always clock to one or the other.
Basically the Comcast box will clock off you. Sounds like the T1's are free running because of the Comcast box.

Right now I have all the cards set to external
should I change the T1'S to internal and leave the PRI (comcast) external
