I have a dk 40 with an expansion cabinet. Cards are s15=kcdu, s16= kcdu, s17= rdsu, slot 18=kcdu. I am trying to replace the kcdu in s18 with a pdku2a. I have tried programming it in pgm 03 as a type 61, 62, and 64, resetting the system after, and it doesn't work. What am I doing wrong?

You can't replace the KCDU with a PDKU because you exceed the 28 station port maximum. Even if the RDSU doesn't have the RSTS installed on it, it still takes up 8 ports.
