We have a SV8100 with 70 IP Phones. Is there a way to implement a page all so that all 70 phones can be paged simultaneously? TIA

Yes it can, the NEC dealer who installed the system will know the programming procedure.

I believe that you are limited to 16 ip phones per page zone

I would avoid paging to more than 16 phones, although it can be done.
Even if the VoIP has it's own network, that's a ton of bandwidth to crank over the network.

PRG Code = 31-02-01 assign extensions to internal paging group
PRG Code = 31-02-02 enable it for all extension
service code 801+1(zone number)

You will destroy your network and it will go up in a cloud of smoke if you send 70 rtp streams over it at once for paging. Also you will kill a few cute cuddly kittens as well.
