We have an issue when someone dials 0 during someone's voicemail, the system does not ring the operator extension, it rings a random extension in the office.
Where is the location in Emagen to change this?

Can be Department - Properties check operator mailbox. Or Mailbox - Conversion Table if Department Override is checked.

Found the cause of the issue: in Mailbox - Conversion Table if some extensions don't have anything entered in for 0, the system forwards them to that random extension number.
If the receptionist extension is entered, then it forwards correctly. That random extension is also where we have to program our time from for the system, I know this is usually done from receptionist extension.
Is there somewhere in eManager that I can change this extension back to the receptionist number?

What the voicemail transfers to has nothing to do with eManager. Did you look at what I posted? Is the box checked for Department override in the mailbox conversion table?
