I have an FX that I can connect to through Putty but no luck on VMMI it just locks up the port. VMMI good as I was programming a different FX later that day. What gives? Software incompatablity?

Different software levels had different VMMIs. Terminal emulation programs as you probably know give you the banner screen info and some maintenance levels. The fact that Putty works tells me the port is good.

What kind of cable are you using? What kind of PC / port? Baud rate? Connecting with putty is not very time / error sensitive, but connecting with VMMI is. If there are errors on the line it will make VMMI glitch.

Try slowing the baud rate down. I access my system over a ~ 30 foot cable, with a splitter on one end so the SMDR data can be displayed on the voicemail machine and logged on another machine where I also run VMMI. No errors, but it is only running at 9600 baud.

17D was buggy...17F was the most stable and fixed daylight savings time issues. Reset the system and try again. VMMI will work reliably @38,400. 19,2 even better.
