I am the IT guy for our company. I do mainly computer things. We are located in Mansfield Pa. No one that I have found is interested in coming to troubleshoot this so I have tried to do it on my own. All the tech companies around here just want to sell you a new system. We are in a remote part of Pa not really near any large cities.

Any qualified telephone tech should be able to troubleshoot the basics for you by testing the lines at the demarc to see if it is a telco issue. This is a one hour service call and well worth the investment and i am sure if you explained it that way you could find someone willing to look at it.
If the telco tests ok then you may very well want to consider a new system as the Partner Plus is probably 15 years old now..... at the very least you could buy an ACS Processor and be all set.
