I'm working with a 5000 system. When you forward all calls from an extension to another extension it does not go to voicemail if there is no answer. Tried with different extensions. All extensions have voicemail boxes and are set to 12 seconds on no answer. They go to voicemail fine when not forwarded. Any ideas.

Manually forwarding a phone will negate any system forwarding.

You need to build your forwarding in System Forwarding under Station-Related Information. Make the 1st stop the telephone or hunt group that you want to ring after the initial phone ext rings, then make the 2nd stop the VM application. Create this system forwarding and assign it to the station.
