Question: do I need to be a dealer to receive support from Siemens for assistance. If not and ideas on how to get a programmers manual/ installers manual?

So you will need a dealer to get these. You would be better getting in a siemens tech “I have not failed. I've just found 10,000 ways that won't work.”
