If it's an Ernest, there should be a EPROM which has a label with some numbers and letters on it. That will tell what board it is.

You need the program T2 which is a DOS based program to talk to the board. There was a display that connects to the board so one can program the board in the telephone with the touch pad. Ernest made a 7C, a 7D and a 7D3 board. They all programmed the same, but had different features and were designed for different dial pads (AT&T, GTE, etc.)

As far as rates are concerned, Rates Technology supplied the rates for a given area code. However, one can program the Ernest for simple coin deposit and time limits per call and that can be zero all the way to $10 a minute. The key is to find the model number. It will be on the board.

So if it's Elcotel, what do you need.
It should by default allow you to make calls for $.25
