I've got a customer who want's to change their ring-in. At present it rings all phones but sometimes when only one or two calls are being answered the next call goes directly to voice mail. I couldn't see in programming how it gets to the voice mail. What can I do to help them and how could it be getting to the vmail.

When you say it goes to voice mail what do you mean?
Auto Attendant? or a Mailbox?

If a set is told to have lines Appear and Ring or Ring Only then you must never program Forward Busy to Vmails DN under Capabilities.
If you have Auto Attendant as a backup then always program Forward No Answer Ring count to more than what AA is told under AA/Lines under F983 so that there is no conflict.

The calls are going to a mailbox. The way the customer explained it was when 1 or 2 calls are in progress the next call goes directly to the mailbox. They would like to have it ring a phone before going to the mailbox.

Which ever phone mailbox it's going to, you need to remove the CFB setting.
