On the Avaya Partner ACS any ext that was set to no-ring could still press the blinking line key once and receive the CID of that line without answering the call. Is this possible on a 50L?

No, definitely not on an ESI system. If they need to see caller ID they could set up VIP on a PC at the desk just to give a screen pop from the reception phone, assuming reception doesn't already have VIP. Once VIP is installed they could even use a 3rd party app like Call Clerk that works with the TAPI driver just for screen pops and leave VIP alone. There's a good chance the system has a 4 pack of VIP Pro licenses on it if it was part of a bundle in the last year or 2.
