How come Icant put my ip in whitelists one for programing voicemail and two to have a ip phone none are working driving me nuts 5 13 10 and 5 13 11 I once put it in 5.13.9 had to default system and start again

Disable whitelist for the IP phone.
If you want to put in your IP addy for management, go ahead, but remember that'll be the only IP addy that you can program from. I put in our office IP for accessing system when it was eventually installed, and then couldn't program using a laptop on our network. Had to re-init and re-program.
Only use if REALLY buttoned down.
I occasionally have to use a laptop from home, dynamic IP. Putting an IP in admin would prevent me from accessing.

samsung uses the broadcast (x.x.x.255) ip for the range (eg 10.0.2.255)
Also be aware that for public ip's some routers nat port forwards so they appear to come from their ip address.
