I set up a new Flex Code to access LCR and it works fine SIGH

As soon as I dial 9 it restricts the call, doesn't give me a chance to dial any other digits.

FRL's are all 1's

I will try a default DRL and see if it helps.

Maybe the software is a little glitched. You can always try backing up the database to the SM/SD card and try an initialize. Alternate code for LCR working would seem to indicate this is not an LCR or DRL issue.
