I have a customer with an OS-7100 v4.70 and some remote SMT-5210 phones with version v1.41.

They are having a problem where the IP phones "fall asleep", they say the wiggle the phone, pick up the handset, etc. but it is up to a minute before they can draw dialtone.

Customer says, "I pretty much do anything to wake it, pick up the receiver, hit the speaker button, hit the voicemail. Usually takes about a minute to get a dial tone."

Does this ring any bells with anyone?

She says the display is on the whole time but it takes a minute to get dialtone or something.

Sounds like a firewall is shutting down the connection between the phone and system.

Are these going via vpn or publicly registered?

I have a customer having this same issue. They have a 7100 v4.70 (I will update it today to 4.75) and SMT i5210 v1.41 all in house phones. Some will go to "sleep" over night and in the morning they have to press a button or try to call it to get it to work. This doesn't happen to all phones but there are some that this happens to more then others. Were you able to get this resolved?
