I create an ACD group in 41-02,give it a pilot number 395 in 11-17. When I dial 395, I just get busy tone? why? And if I put 395 in 22-11 as the target number, it doesn't work as well.
But if I put extension numbers in an IRG, assign it with ACD group, and then put the IRG into 22-11 as transfer target 1, it works.
I found some documents said there are two ways to deliver calls to ACD groups: 1st is to point DID to ACD pilot numbers, 2nd is to assign an IRG to an ACD group then route DID to the ING. So, why the 1st way doesn't work?

Are you licensed for ACD?

You can't dial an ACD pilot from inside only outside. You could set up a Loopback cct and test it that way..

yes, that's what I have done, loopback from a port to a virtual trunk, and link it with a extension number. when you dial the number, it goes back from the loopback.

I think it is a simple request to add such a feature - especially within Netlink systems as creating loopback trunks is messy.

OK had a look today. I end up with the similar as you get with a loopback. I was using a Loopback pointing to a DIL going to the ACD pilot. It appears from looking at the feature manual you can't point a DIL to a ACD pilot. Same applies if you set a Ring group as an ACD pilot via a loop back. The only way to get this to work is via DID to the ACD pilot or Ring group pilot( PRG 41.03.01)..
Looks like we have struck the "System design limitation" scenario.

It's always worked that way. Analog lines use ring groups and DID use the pilot. Did you set your loopback (for DID) and use the DID routing tables? I use this ALL the time for night ringing off PRI's.
