I've seen a co line that did or didn't have caller ID seize the line looking for the info and wouldn't pass the line on to ring. (Panasonic comes to mind) It was dependent on the service the Telco provides and the programming of the CO lines in the KSU.
Otherwise its a clear case of Telco issue and schedule a vendor meet. Once confronted to a Telco tech they're usually a bunch of good guys, unlike the office staffing. Two heads are better than one.

The problem is the people answering trouble calls don't usually have a clue to where the peoblem might be or who's it might be, but are trained to say "Not our problem"...if they knew they would be techs,(and that problem isn't going anywhere anytime soon) so yes getting with a tech is a good route to go, if that's what it comes to. Forgot to give this detail. Before the rollover takes place we get one short ring. This short ring takes place after the key systems shows the line as busy during about 5 rings heard by the caller. RedTails description sounds the most logical. I'll also check to make sure no features such as CO VM is active on this trunk but I don't think VM would cause this behavior.

The PBX places resistive battery or ground on the tip and ring to see if the line is there or open. ...PBX sees the line as open during testing and makes it busy.


Perhaps you need to tell us what kind of key system this is and the configuration. Without that information we are all just guessing.

I'm still going to stick to my original story until I can see how it would be normal for the key system to go off hook and indicate that the line is busy by itself (assuming no AA).

Hal, it depends on which key system it is. With Toshiba, when the first ring comes in it shows the line as busy until caller id is received. Don't know if this would apply to the problem at hand, though.

It is a Comdial DX-80 Feature Set A33 & with no AA.

Then it sounds to me like the first ring is being shown as in-use by the DX80 because of caller id, waiting for the CID info. Then, my guess is that a call-forward situation on the C.O. line is causing it to roll. Have you asked the provider to check for any call forwarding on the line?

Had a similar problem. Alarm company had used the line for the alarm equipment. Alarm equip would sieze the line and dial out to alarm number (which wasn't answering). Might be worth checking into.

Problem became easy to address when it stopped giving any dial tone at all yesterday. Puts the ball in Verizon's court for sure.

This is the rule. When it does not work right keep working on it untill it does not work at all. Other rule is the number of thing wrong with a circuit is equal to the number of people that tryed to fix it before you.
