I am not a Toshiba Dealer but I have a customer who is expanding and they have a CHSU40A base cabinet. Is this base cabinet a 3X8 and expandable to 11X16?

For the CIX 40, if the cabinet is CHSU40A, then it is likely a release 1. This comes 3X8 as you mentioned. It will grow to a max of 10X16 if the system does not have a card for IP phones.
CHSU40A2 and CHSU40A3 starts at 4X8 and grows to 11X16
By adding an IP card into the system, the CIX 40 can also do up to 16 SIP trunks or 16 IP phones (in addition to the 16 digital phones) or a mix of both, so there is still some room to grow using VoIP before needing to upgrade.
