I have a Partner acs R4.0 been installed for 8 years. 2-slot
carrier, 206 card in slot 2. I'm at sta.10, another person makes
a call on line 1 from another phone, then sta 10 grabs line 4,
light is green no sound until it times out with ROH tone. I pick
up the line and hang up. Customer says sometimes they can't hang
up the line and all the lines will get hung up. I did a system
reset, then a system default, no luck. Customer says someone else needs to be on a call to start this sequence and they can't
hang up the lines until that call is terminated. Any ideas?

Try swapping another phone for x10. (I'm assuming that x10 is the only one that goes off hook by itself.)
