I have a new customer with an old Toshiba strata 16e phone system with strategy flash vm.
most of the 16 extensions have vm and all but three forward to vmail on busy/na. three extensions just ring with no forward. if I set #601 forward all, calls forward but if I clear #601 and set #604 busy/na forward, the ext just rings away w/out forward.
each extension has a corresponding vmail ex. ext 10 vm 510
for these three ext, vm box 5xx is built and user has set them up. but when you try to dial ext, the system beeps and shows vacan.
I cant find mention of a vacant ext anywhere in the manuals except when an ext is unplugged, but these three work in all other respects.
I would appreciate any thoughts

I'm not following you. You said that if you dial the extension number it shows vacant. But you also said if you dial the extension number it just rings without forward.

If you dial ext 29, it rings thru but won't forward to vm... If you try and dial the vm box (529) directly or by transfer, it shows vacant

That '529' isn't making any sense to me... what's the pilot extension of the hunt group that the Flash is on? You'll need to call forward BNA (604) to the pilot number, then 656 & 657 need to be set for the mailbox. 656 91 box... 657 92 box...
Seems strange that you're not using the extension number as the mailbox number as well - but you cannot access a mailbox directly unless something call forwards to it. (or unless you're inside the vm)

Extension vacant typically means, as you mentioned, that the phone with the that extension number is unplugged. If you have a voicemail box # 510 in the voicemail system, the phone system does not know that 510 is a valid extension. There has to be a valid extension number to be able to dial it from another extension. The voicemail and PBX do not communicate at that level. They do not exchange mailbox and extension information between each other.
You mentioned this is a new customer. Is this an existing setup that you are trying to troubleshoot? Numbers in the 5XX range are usually phantom DNs. One thought (assuming this was working at one time) is that the phantoms were put on a phone that is now unplugged.
I am not sure of the purpose of the other mailboxes, perhaps so that some people may have multiple greetings? Either way, the only you would be able to send callers to the 5XX mailboxes is either:
1) Press Transfer, dial Voicemail pilot number, wait for voicemail to answer, dial 998 (or is it 8 on the Stratagy Flash?), Enter mailbox number 5XX, hangup.
2) create phantom DNs for each phone that needs a second mailbox number. This will require programing to setup. Also need to setup call forwarding and VMID codes for each Phantom.
Last thought, is the extension numbers different then the mailbox numbers for some other reason? If the users only need one mailbox, in the 5XX range, then just make sure the VMID code matches the mailbox, ie.. extension 10 has a VMID code of 510 and uses mailbox 510 only. Internally you would still dial 10, but when the call goes to voicemail it would go to VM box 510.

The 529 DN is probably a PhDN used to transfer a caller to voice mail quickly since the Toshiba DK did not have a true voice mail transfer key. If this is the case, you will need to program the PhDN 529 and call-forward all to voice mail with the 656 code of the mailbox number.

Phantoms need to appear on a working plugged in phone that is the owner, if the owner phone gets unplugged the phantom will eventually stop working.
