currently, the receptionist will transfer a call to an extension, it will ring 10 times and then come back to the receptionist. I would like to make the following changes but am at a loss as far as how:
1. Reduce ring time when call is transferred to internal extension in half.
2. If no answer it goes to the transferred extension's voice mail, not back to the receptionist.

Whenever you start a project, it's a good idea to RTFM. For example, in 1.3.88 of the OM, you'll find VM integration.
Each extension in an 824 needs to have call forwarding, and now you get to find the limitations of an 824. From each phone dial 712 107 or 115 @ That sets CF busy/NA to the VM.
There are some other finer points, like blind transfer, VM transfer, recall times in the 200's, etc. but this will get you started.
