I have a nice 2851 that is having dial issues. I pulled it out of storage to find out that it doesn't break dial tone, and it doesn't generate a tone on any key. I can hear a very faint tone for a split second, almost like a "blip", if that makes any sense. It appears to be hooked up correctly to the network. Is there any fixing to this dial, or should it be replaced? Thanks again for the help!

The dial is polarity-sensitive. Is the line poled correctly? (Negative = R, positive = T)
If not, reverse the T & R at the point where the CO line enters the KSU.
