are these calls placed to outside lines?
do you have any analog or digital phones on the system to determine it is just the IP phones or a MOH issue?

from the manual
"Music on Hold Music on Hold is also provided by the IP telephone. The settings in Program 10-04: Music on Hold Setup are ignored except to determine whether or not music should be provided. If Program 10-04-02 is set to 0, music on hold is not heard. If Program 10-04-02 is set to 1 or 2, music is provided by the IP telephone."
Music is either not heard (0) or provided by the phone (1)or (2)
Looks like you have to load music into the phone

The music on Hold by default is 1 on the system , I solved the problem by disable SIP peer to peer from SV8100 side once the transfer button pressed on the baseline pro the music on hold play this problem was been in the hock flash
But unfortunately I faced a new problem with these phones if the user of baseline pro calling system with auto attendant and make selection there is no DTMF response and still silent although the RFC is enabled from baseline pro side and the SV8100 with latest firmware 9.5

We had this issue between an SV8100 and 3C with voicemail. Had to set the DTMF digit payload type (RFC2833) to 101 on the 3C. On the SV8100 set 84-19-31 to 101.
You might also verify your voicemail ports are set to DP and Special in 15-03-01 & 02.
Hope this works.
