I'm running Inter-Tel Axxess version 6.009.

I have several users who have "Phantom" phone message indications on their displays (You have 61 messages, etc) when in actuality they have none.

I've had the users code in 368. This temporarily clears the message but it comes back a short time later.

I've cleared all messages from their mailbox in system programming, but it doesn't do anything.

Any ideas on a cause for this? Any ideas on a fix?

Since it comes back there is an unassociated mailbox that is configured to MWI the phone in question. An unassociated MB can light any phones MW lamp. When you press the MSG key, watch the LCD it will show you the source of the MWI.

That was it. Apparently my predecessor had programmed some on-node unassociated mailboxes that I had no idea existed.
