Have you tested page functionality from all phones? I had a customer complain of this - turned out the only time it didn't work was from one extension & they had overwritten the page key with a speed dial on that extension

also have viking break bell unit that works even when paging does not has valcom self powered horns
all connections checked and tight

You could have a flaky plug.
Otherwise you could get a PGDAD AND GET PAGE PORT FROM DIGITAL EXT.
