Our environment is a CIX 670, most of our users have DKT phones.
I have twenty or so users in a Multi Call group, set up sort of like a help desk would be. They have Phantom DNs set up on two different buttons, one as the extension and the other for a MW light. ACD is involved but to be honest I'm not sure exactly how ACD works. I didn't set this up, but everything looks normal to me in terms of configuration.
On this "support" line, everything including voicemail works properly, but the Message Waiting lights apparently stopped working about a year ago and nobody looked into the problem until now.
For the mailbox in question, under the Notify tab, I have 6 users configured with MsgLampON for Normal Message events. I'm setting up a little phone test lab with some IP phones to build a similar setup from scratch and make sure the settings work, but I was wondering if anyone had any ideas in the interim.

For the PhDN. Make sure the owner is the physical extension upon which that button resides. That seems to be the most common cause for it to stop working. Especially if the phones are exchanged in programming. ~ Mike

I checked a few of the extensions in question - unfortunately the owner value is set properly.
The procedure I have been following, and has worked so far in my testing, is:
On the phone we want a light on, create a PhDN of type "MW for 5123".
In the Phantom settings for 5123 add the Owner PDN "123", Display DN, VM ID Code, and Message Center values.
In the Mailbox settings add variable 5123 to the Normal Message > MsgLampON and Pickup > MsgLampOFF events. We also configure the "Continue Every" value to 60 - no idea what that does.
This works in my tests, it just no longer works for this group mailbox. I feel as if I'm missing something, but I've taken a step back and triple-checked all settings, and I can't find an issue.

Check your software level I think a long time ago there was a level that had this problem. If I remember right the only other way to fix this, according to tech support, was to delete and rebuild it all. Sure this isn't the answer you're looking for but maybe someone else will jump in

In the mailbox - make sure the notification template that turns the lamp on is enabled. It is possible a user turned it off accidentally. A user can do this in mailbox settings in the mailbox. To prevent this you can change the template user ownership field to no. When you are not looking for this it can easily elude you. Also check the notification for turning off. Again, you never know...
The "Continue Every" tells the VM to run the template every X minutes the value is set for. For MW light operations that is normally "0" since the lamp is assumed to be lit on the first attempt.
If your phones are allowed to activate/deactivate MW lights you can dial the #63 + ext and #64 + ext to light/extinguish light. This would point to or eliminate the need to reprogram as Toshiba Bob suggested might be needed.
If phones are not allowed to activate MW light you can enable the feature for 1 phone for testing in EManager under station assignments.
Toshiba Bob is correct that a reprogram might be needed but hopefully the user just jammed you up. We see this on occasion.
If you need further help with this, can you please mention what type VM this is and what CIX software release you have?
