On a Mitel 200 ICP with POTS lines I have an option on auto attendant to transfer to an outside number. Currently I am doing it through trunk to trunk transfer via speed dial. However the voice quality is poor and we have trouble with the trunks locking up even though CPC disconnect is on the lines and I have the disconnect signal set at the lowest option (100ms). Recently the user had centrex service activated. I have enabled flash over trunk in the trunk circuit descriptors. I have tried to replace the number in the speed dial bin from 9555-XXXX to **3(flash over trunk access code)555-XXXX but the AA replies "that extension is not valid"

Shouldn't you be dialing 9555-xxxx, to satisfy the centrex requirement? Try to troubleshoot the problem using a phone with the same COS as your VMail ports. If you know how to do it manually, it's easier to make it work automatically!
