I have a few CIX1200 systems. I have an IP phone at an office site location that works fine with the system at the hospital.
Is there any way I can reboot the phone at off site location from the system he at the hospital?

When the connection from the phone to the IP card is lost, the phones generally reboot on their own.
Otherwise, if you have access to FYI there are instructions on how to enable a web browser on the IP phones for remote admin. This won't help much unless you were connected to the same network as the phone or had a way to connect to the same network (logmein or VPN).

I have an IP phone at another location. If the system at my location goes down, when it comes back up the IP phone at the other location does not connect. Is there a feature I can turn on so it does?

By default the IP phone will try the IPU address settings in the phone, then will look on the local LAN using a broadcast message to find an IP card. Most of the time I see the phone stuck on Trying LAN. For remote IP phones I will change the FB11 setting from Broadcast to Manual.
On a 10 button phone you can get to FB11 by pressing the Next soft key under the display and pressing the bottom button.
