Upstateny is absolutely correct. It would be unlikely that you would have a complete backup PRI due to the cost involved alone.
A very common setup on systems that I have installed over the years would be to have a PRI and 4 backup POTS lines. You can set up with your carrier enhanced alternate routing. (Note: The name is probably different elsewhere and with different carriers). If your PRI went down for any reason, the main number would automatically route to the pilot number of this 4 (POTS) line backup hunt group. The phone system can be programmed to automatically use the backup hunt group for outbound as well.
It will not be full transparency. Your DID's will not route while the PRI is down and as upstateny alluded to, you would be limited to 4 paths inbound and outbound.
The POTS lines interface to the system via an LSC (Loop Start Card). If you need more than 4, you can also install a daughter board for up to 8 connections.

Check with your provider most of them offer backup services for PRIs
