Can a backup of a SVMi_20E be restored to a SVMi_20i?

Never tried. The prompts are different so they will need to be re-recorded. You'll probably have to re-record all the mailbox greetings as well.
I know I had to do this when I restored a OS7100 MP10 backup to a OS7100 MP10a

No it can't. The files for the backup of a 20e are a different format completely than the 20i. You will have to redo all of the programming manually.
