A taxi firm is looking to send is smdr data out to two interfaces at the same time..... call logging is one and a bit of software called icabby is the other which primarily looks at the caller id info. Is it possible to have two devices getting the same info from the system on port 5100 ? thanks in advance the system is the officeserv 7030

No it's not.
However there is a workaround.
It involves Officeserv Link and you will likely need a license for something. I usually use Easyset as it's free here. Then you can set it up to output the SMDR and you can connect as many devices to it as you want, plus you can still use the system smdr.
The only downside is that OS link doesn't buffer the SMDR data like the system does.
*edit*
These are the only times i miss the SIO ports of the 100/500 systems
