I have a 4.1 Restricted and just want to upgrade to a 4.0 nonrestricted but it will not come up just flashing have given it 25 minutes

You have to reset the cabinet. Which system? Mics, Cics?

4.1 to 4.0
That is a Downgrade not an Upgrade.

The following assumes you want to re-program from scratch.

-Unplug power cord then plug it back in
-Once booted do a STARTUP
-When it states Applying Template on the display pull the power cord back out.
-Insert any software you wish
-Power up and wait.
