On a ESI system, is their programming oh which vlan is tagged from the phones internal switchport? How does that process work. Is it possible to set this up at a trunk so that I can run multiple vlans from the same device. (ie. Laptop A is connected to VLAN 1 , but then I unplugg Laptop A and plug in Laptop B which is connected to VLAN 2)

The ESI provides for multiple LAN connections for specific utilities, such as the NSP, ESI-Link, Media Manager, etc.

As far as making these various LAN connections available as a choice in the VoIP phone, there is no provision for that.
