When the 7030 go into read only mode on the flash, i'm told a reflash will usally fix it, as the flash is soldered to the motherboard the flash has to be completed by the serial interface, so my question is does anyone know the command to erase the flash and then reprogram it?

you can pick the OS7030 recovery instructions up off google there's a good pdf document (how to recover the OS7030) that gives detailed instructions, you'll need to make up a serial connector and have the software files to upload to the system

Yeah I have all those instructions, by the sound of Samsung I thought it was more involved then just the boot.img fix. I Shall give it a go cheers

Those upgrade instructions are a little outdated though, at least here for US software. If doing a recovery with 4.7 or higher it will give you an error for missing files, you will have to check the errors and add those files to the setenv, resave and run install again. Also from what i've found since 4.6 you don't usually have to re-flash the bootrom as it appears to be a software corruption.
