Is there a way to pull a report on an inter-tel 5000 that will show total inbound and outbound minutes?

Only SMDR in real time using Diagmon.exe. Look for it in your inter-tel directory on you PC. If you want historical reporting you will need 3rd party software, CCS or CSM.

There is a report you can view for inbound and outbound calls that will show duration of calls. Using System Adm/Diag, start System Monitoring, then go to the Reporting tab and select PSTN Call Records. Date will buffer out, but you can view about a week's worth of data. It's a pretty good report, I think.
