Is it possible to use a backup from a CTX100 system and restore a CTX28 system?

No!!

Its a completely different hardware/slot configuration on the CTX28 compared to the CTX100.

I would just re-initialise the CTX28 as most of the configuration will be done for you by default.
You can then just concentrate on things like ring groups, keys, paging and pick up groups etc etc.

If you have a VM installed all of the system configuration will be done for you and all you will need to do is maybe create a few mailboxes.
