You pay the carrier extra for each e-911 location. I'm not sure how it's done on the back end but we give each IP phone it's own outbound callerID (on a PRI or SIP trunks) that the carrier has assigned e-911 information to. They have the ability to include more details such as the building number, room number....
If you're using analog trunks with IP phones that's another story and Samsung has some examples in the Special Applications guide of the 7000 series manuals.
