is there a way for the system to automatically dial 9 if a outside number is dialed?
customer doesn't want to dial 9 for an outside line.
not sure how to set it up on a Toshiba.

What system and software level do you have?

On the later software you can set "off hook selection" on SLT ports to automatically dial out on a particular CO line, a OLG or use LCR.

If it is a DKT extension you can set the DKT preferences to PDN/Line so it will pick up the lowest line or Pool line group when the handset goes off hook.
Default is set to PDN key.

Cool that may work. Will LCR still monitor the call for restrictions?

If the phone pickups a line or a pool line key, then LCR is not in effect. If you need destination restrictions to work without LCR then you need to enable it in the OLG.

Will the OLG override the LCR? I have set up restrictions on some phones with an override code. Its a senior home and they don't want to dial nine for an outside line and still be able to call internally and access system features.

You won't override anything by enabling Destination restrictions in the OLG.

If DR is disabled in the OLG then when you dial 9 (LCR) your restrictions will always apply, by if you have pooled line keys or CO line keys then the restrictions are ignored when you dial out directly (bypassing LCR).

When you enable DR in the OLG then the restrictions apply both when dialing 9 and when selecting a pooled line key, or selecting a direct line.

If you program the SLT to go offhook to LCR like Carlos suggested, then LCR will remain in effect. But this feature only available depending on the software level you are on. Check program 200 FB 50.
