No. Only way is with Centrex (or the like) from the service provider that provides a transfer at the CO level. Usually works like this- hookflash (puts call on CO hold and returns dialtone)> dial cell number > announce call then/or hang up.

Look up remote call forwarding.
You need to program an Ext. with a speed dial number of the cell phone and a forward button. You will need at least 2 lines, one for the incoming call and one to forward out.

The way I read the question, the incoming call is to be answered manually...and then...the person who answers the call forwards it to a cell phone. Am I close

So the call is answered. The person answering the call transfers the call to the Ext that is programmed to forward to the cell phone.
We are speaking English here, right?

If you're not transferring to the same number all the time, you either need Centrex or a system that supports Trunk to Trunk transfer. If you're transferring to one or two different numbers, the RCF extensions will do the job. I don't think it's a matter of which language we're speaking, but how you define your terms.
