When I call a specific station I get ring instead of voice. 721 does not change status to voice still rings. The calling stations display softkey shows bypass and RLS. what does this mean?

Try 723. 721 is for handsfree incoming intercom calls. 723 is for forced ringing of incoming intercom calls.
