I've just replaced a KSU that went bad.Should the LCOB expansion board for lines 5,6,7,8 installed in slot 5 come up automatically? When I power up the 4 led's light but unable to access on phone. When I check flash 24 nothing is installed.

You definitely need to go to flash 24 and program slot 5 for an LCI4 card, then reboot the system in order for the programming to take effect.
