I have seen external call forwards fail in the past when the calling station has dialling restrictions to the type of number the extension it's calling is forwarded to.
EG
Ext 202 is forwarded all to mobile
ext 203 is barred from calling mobiles, so when it calls ext 202 the forward doesn't work.
I can't remember if that was a bug or not as it was several years ago.
What is the COS on the IP phones which work vs the COS on the Digital phones which don't?

No dialing restrictions and COS for both are same.
