I have a CIX with a PRI. No DRL set up and the Destination Restriction is disabled for the OLG assigned to the PRI. This is what is how they are dialing and what happens:

The number we are trying to reach is in Australia. We have used a Cell phone to dial the number successfully, so we know the number is accurate and should respond.

From our corporate office, we are dialing the following sequence. I have included what I understand to be the description of each portion of the International Number:

(Outside Line for Relin: 9,1)
US Exit: 011
Country Code: 61
Area Code: 2
Phone # 949 68700

The result is a 2 second pause, then a “fast busy”.

Is there anything else in the CIX I need to look at?
